April 11, 2025. We wish to inform you that on April 7, 2025, the Department of Commerce (Commerce) initiated less-than-fair-value and countervailing duty investigations on “Polypropylene Corrugated Boxes from the People’s Republic of China (China) and the Socialist Republic of Vietnam (Vietnam)” (Initiation Notices). These investigations have been assigned the following case numbers:
- China: A-570-203 and C-570-204
- Vietnam: A-552-850
Scope of Merchandise: The merchandise covered by these investigations includes polypropylene corrugated boxes, bins, totes, or other load-bearing containers made from corrugated polypropylene sheets. These sheets, also known as polypropylene hollow core sheets, fluted sheets, twin wall sheets, or multi wall sheets, contain channels or pockets of air, making them lightweight yet durable. The boxes are typically produced from a plastic resin consisting of 50 percent or more polypropylene and are covered by the scope regardless of the mix of polypropylene homo-polymer, co-polymer, recycled or virgin polypropylene, or ancillary chemicals.
Polypropylene corrugated boxes may be formed by cutting and die-cutting sheets into specific shapes and may include tabs or attached portions to facilitate assembly. They can be one-piece, two-piece, or multi-piece configurations, and may be printed with ink or digital designs. The scope includes boxes with or without handles, lids, reinforcing wire, and in any size, shape, or dimension. Box lids or tops imported separately are also included.
The products subject to these investigations are currently classified under HTSUS statistical reporting number 3923.10.9000. The written description of the merchandise is dispositive.

Please ensure compliance with all requirements for submitting comments as described in the forthcoming Initiation Notices. Important Notice for Importers: Importers should be aware that entries of subject merchandise made after the initiation of an investigation may retroactively be subject to antidumping and/or countervailing duties.
