This coding system ensures that customs officials worldwide are referring to the same item when classifying a product and applying a tariff rate however this does not mean that the rates of customs duties are the same for all countries. An HS code system assigns a six-digit codes that represent general categories of goods. All countries adhering to the HS use the same six-digit code for each product. However, a country will assign its own additional four numbers, making the entire code 10 digits.

Incoterms are a set of rules which define the responsibilities of sellers and buyers for the delivery of goods under sales contracts. They are published by the International Chamber of Commerce (ICC) and are widely used in commercial transactions. The two main categories of Incoterms® 2010 are now organized by modes of transport. Used in international as well as in domestic contracts and help avoid misunderstandings by clearly outlining the obligations of the buyers and sellers.
Group 1. Incoterms that apply to any mode of transport are:

No, all cargo must be inspected and the documents should match in quantity and description. This process is called Previo and can take 30 minutes to hours even days depending the commodity and quantity. The cargo will then be classified according to Mexican HS Codes criteria, a Pedimento will be created and taxes must be paid the day of exportation in order to be imported into Mexico.
Depends in the requested service, if is a FTL and the carrier has an agreement with US/ Canada company, cargo will not be transloaded; only trucks will be exchanged. If LTL , yes it will be transloaded, cargo will be delivered at the warehouse of the Customs Broker by the US/Canadian carrier and once cleared will be delivered to Mexican trucking yard by the transfer. The Mexican carrier will then deliver at the Mexican location.
