September 3, 2024. The Canada Border Services Agency (CBSA) will officially implement the CBSA Assessment and Revenue Management (CARM) system on October 21, 2024. This system will become the primary platform for importers and other trade chain partners (TCPs) to manage their goods’ accounting and payment of duties and taxes.
Key Dates:
- Cutover Period: October 4 (4:00 pm ET) – October 21 (3:00 am ET)
- During this time, legacy systems such as the Customs Commercial System (CCS) and the Customs Automated Data Exchange (CADEX) will be retired.
- CARM Client Portal (CCP) Unavailability: The CCP will not be accessible during the cutover period. CSA enrolment activities will be paused and will resume on October 21. The CARM testing environment will also be unavailable.
- New Business Number (BN) and RM Accounts: New commercial importers can continue to obtain BNs through CRA and RM accounts through CBSA until October 18 (12:00 pm ET). Post-implementation, BNs and RM accounts must be obtained via the CCP.
Impact on Services:
- Release Processing: Not impacted during the cutover, except for a maintenance window from the evening of October 5 to the morning of October 6.
- Accounting: Submission of electronic accounting documents (B3s) will be paused during the cutover. All withheld B3s must be submitted in the new Commercial Accounting Declaration (CAD) format starting October 21.
- Penalties and Interest: The CBSA will not issue late accounting penalties, late payment penalties, or interest for 90 days following implementation.
