September 30, 2024. The Canada Border Services Agency (CBSA) has announced the China Surtax Order (2024), effective October 1, 2024, which introduces a 100% surtax on Chinese-made electric vehicles, including electric and hybrid passenger automobiles, trucks, buses, and delivery vans. This surtax is in addition to the 6.1% Most-Favoured-Nation (MFN) import tariff that already applies to EVs from China.
Key points to note:
- The surtax applies to both commercial and personal imports, as well as goods released from bonded warehouses on or after October 1, 2024.
- The surtax will not apply to Chinese-made EVs in transit to Canada as of October 1, 2024, provided valid shipping documentation is presented.
- Customs duties, along with the new surtax, will be calculated based on the value for duty of the imported goods.
- Exceptions to the surtax apply to vehicles temporarily imported for repair, among other specific scenarios.
