The U.S. Customs and Border Protection (CBP) has issued updated guidance for importers of aluminum and derivative aluminum articles subject to Section 232 measures. This guidance introduces new instructions for reporting the country of smelt and cast, especially when that information is unknown at the time of entry.
π Key Highlights
When the country of smelt and/or cast is unknown, importers must now report βUNβ (Unknown) as the ISO country code on the Importer’s Additional Declaration Record Type β07β.
Entries with βUNβ must also include HTS 9903.85.67 or 9903.85.68, and will be automatically assessed a 200% Section 232 duty, applicable to imports from Russia.
Importers/filers must report βYβ for either the primary or secondary smelt country. Reporting βNβ for both is not permitted.
These requirements apply to aluminum articles and derivative aluminum articles for all countries subject to Section 232.
β οΈ Important Implications
Failure to report correctly may trigger new error messages (856 or 60B) in the ACE Entry Summary system.
Non-compliant entries risk delays and higher duty assessments, even if the aluminum is not sourced from Russia.
