It was announced by the Canadian Department of Finance on December 19, 2018, that additional surtax relief would be provided on steel goods. These measures were provided to address the countermeasure tariffs in place, and the notice can be found on the Department of Finance website here: https://www.fin.gc.ca/access/tt-it/rcsa-rcmaa-eng.asp
There are four schedules of goods included, and for goods listed in Schedules 1 – 3:
remission is granted in the case of a good listed in Schedule 1, imported into Canada on or after July 1, 2018, and subject to surtaxes;
remission is granted in the case of a good listed in Schedule 2, if it is imported into Canada during the period beginning on July 1, 2018, and ending on April 30, 2019; [Note that this is a change from the previous date of December 31, 2018] and
remission is granted in case of a good listed in Column 2 of Schedule 3, if it is imported into Canada by the importer listed in Column 1 of Schedule 3 during the period specified in Column 3 of Schedule 3, and subject to any other applicable condition listed in Column 4 of Schedule 3.
Finance has advised that HS classification numbers will not be provided for the goods in Schedules 1 and 2; remission is granted on the basis of the description only. Other condition may apply; details are provided in revised Customs Notice 18-16. Schedule 4 includes two HS classification items that were not included on the original remission: 4412.39.00 and 4811.59.00. The other items listed in Schedule 4 remain subject to the surtax.
